What it measures

State-origin income, net of Union transfers in and out, on the Finance Accounts definition.

District-decile dispersion of retention, so a state average cannot hide a district collapse.

What it does not measure

Household disposable income. This is a fiscal series, not a welfare series.

Informal-sector income, which the Finance Accounts do not capture and we do not model.
