Dr Aravind Balasubramanian
Public finance and state capacity. Previously eleven years on fiscal devolution work; owns the retained-income series and the tag standard.
Kavitha Nagarajan
Built the MoU tracing method from filings rather than press releases. Owns the announced-to-deployed discount.
Dr Surya Prakash
Assessment design and comparability. Insists on one frozen task definition across years, which is why the series is usable.
Meera Iyer
Owns the corrections workflow and the tag census. Has the authority to stop a publication, and has used it twice.
The head of methods and corrections can stop any publication, at any stage, without giving a reason to anyone outside the research line. The authority has been used twice.
Neither stopped paper was quietly shelved: both are listed in the methods appendix of the publication that eventually replaced them, with the reason for the stop.
Committees write; individuals answer. When a reader finds an error in the MoU Tracker, the correction names the series owner as well as the finder. That is the entire mechanism, and it works because it is small.
